Cheryl Allen’s public finance experience spans more than 40 years and involves a variety of different financings and municipal issuers located in Central Texas, as well as in Harris, Montgomery, Galveston and Fort Bend Counties.
Ms. Allen has expertise in the financing and long-term financial management of public utilities and public infrastructure, as well as a vast array of revenue bond financings. Her experience includes: water/wastewater facilities; real estate development trends (including the demographic impact on sales tax revenues); fire and emergency services facilities; and transportation financings. Over the past 10 years, Ms. Allen has been responsible for the design and structure of more than 205 special district bond transactions totaling more than $855 million. Ms. Allen holds a Series 50 license and has previously held Series 7 and Series 53 licenses.

Linda Hubble has been in the field of municipal finance since 2004. She is responsible for technical and quantitative analyses related to public debt issued by Public Finance Group’s municipal clients. Her responsibilities include determining the feasibility of and optimum structure for new debt financings; refunding of existing outstanding debt; and coordination and preparation of all preliminary and final Official Statements, including presentations to rating agencies and municipal bond insurance companies. She has in-depth knowledge of local markets and local credits with extensive experience in the analysis of debt service structures for issuers in the southwest. In addition to her analytical duties, Mrs. Hubble also meets with clients, processes all continuing disclosure information required by the MSRB, maintains a Summary of Financings list, and oversees the day-to-day operations of the company.
Mrs. Hubble holds a Bachelor of Science degree from The University of Texas at Austin, and holds both a Series 50 and Series 54 license.
Prior to joining and helping create Public Finance Group, Mrs. Hubble was a Vice President with Southwest Securities for 10 years, where she held a Series 7, Series 63 and Series 53 license.
